Joel Pafford

Joel's Biography

I have been a lifelong resident of New Mexico; born and raised in Albuquerque, a graduate of Highland High School (1969) and NMSU with a BS in Wildlife Science (1976).

During my career with the NM Department of Game and Fish (1976-2001), I had the opportunity to train in Roswell, NM (1976) and then transfer to Carrizozo, NM as a District Wildlife Officer (1977-1985). In 1985, I was promoted to District Wildlife Supervisor and spent the remainder of my career in Raton, NM, retiring in November, 2001.

Joseph Luna

Joseph's Biography

My name is Joseph Luna from Estancia, New Mexico. I am a Native New Mexican, retired from two careers. I served 26 years with the Albuquerque Fire Department, retiring as a Lieutenant. I also served 22 years as a Crew Chief with the New Mexico National Guard 717th, MEDEVAC unit out of Santa Fe; retiring with the rank of Staff Sargent. I am running for the board of RPENM to help our voice be heard and to protect what all PERA retirees worked so hard for. Whether you retired young, or older, we are all in the same boat with a ‘fixed’ income, whether we choose to go back to work or not.

Patricia French

Patricia's Biography

Patty is the President of Chapter 5 Retired Public Employees of NM. Her name and bio was submitted by two fellow board members for Government Employee of the Year. Patricia (Patty) French started her public service career with the City of Albuquerque in 1988. She was elected to the PERA Board in 2005 and is serving her fourth elected term. She has received the Rio Grande Credit Union Board Literacy Training, Certificate in Public Plan Policy, Certified Investment Institute, International Foundation of Benefit Plan, National Committee Member for National Conference on Public Employee Retirement Systems, and has had extensive fiduciary training.

Stephanie Goodrich

Stephanie's Biography

Stephanie was born in Albuquerque. Having a father that was a traveling sales man, the family moved often. She attended 13 schools around the country by the time she graduated from Eldorado High School back in Albuquerque. She still considers herself a native New Mexican.

She went to work for the City of Albuquerque in 1976 as the Secretary in the Training Division. Soon she was asked to develop training programs for other clerical employees. This led her to her career as a Training Analyst until her retirement in 2001. While working full time, she pursued her Bachelors degree. In 1989 she graduated from the College of Santa Fe, Albuquerque campus with a BBA.

Stephanie served four years on the PERA Board in the late 90’s. She has been a member of the RPENM Chapter 5 since 1998 and also joining Chapter 21 soon thereafter. She is currently the Secretary for Chapter 5. She is also the Secretary for her neighborhood association.

She returned to work for 2 years at the New Mexico Retiree Health Care office as the Receptionist. Stephanie enjoyed working there because she got to see all the people she used to work with at the City of Albuquerque now retiring. She left that job to move in with her father to take care of him during his final years. He passed away March 2012.

Stephanie is the single mother of two amazing grown boys, Adam and Eric. She is a Mary Kay Independent Sales Director and loves enriching women’s lives. She believes that busy people get more done so that’s why she is involved in many organizations. Keeping a secure retirement is important and she sees RPENM as the vehicle to make this happen.

Isabel Clendenin

Isabel's Biography

After retiring from public service in 1994, I became a member of RPENM in 1997. In 1999, I became an elected board member and took on the duties of Treasurer through December 1999 after which I served as Board Secretary until December 2003. I was also Treasurer from May 2002 through May 2009 during which I set up the financial tracking system still in use by RPENM. I returned to the board & the Treasurer position in May 2011, which I maintained until May 2015. I also served on the Chapter 5 board as treasurer for a number of years.

Wayne Lucero

Wayne's Biography

Wayne Lucero, born and raised in Estancia New Mexico, graduated in 1984. While in high school joined the Army National Guard in 1983 and later transferred to the Air Force after graduating high school. I served for 7 1⁄2 years. I became a Fire Fighter for the City of Albuquerque Fire Department and while working my career, I received a bachelor’s degree in Fire Science from the City Colleges of Chicago. I retired after serving the public for 21 years, and I am a proud member of Local 244. As a board member of RPENM, I would work to address members concerns and bring forth better communication and notifications in regards to our benefits.

Carl Baldwin

Carl's Biography

Carl is a proud Vietnam veteran. He served as Deputy State Auditor, Cultural Affairs ASD Director and as a Lea County Commissioner. He currently owns a public accounting firm in Santa Fe and Hobbs. He is a Certified Public Accountant, Certified Fraud Examiner and Certified Government Financial Manager.

Charles Miller

Charlie's Biography

Born July 8, 1939 in Raton, New Mexico. Family moved to Arlington, Virginia in 1940 where I attended the first through fifth grade. We moved back to Raton in 1951. We moved to El Paso, Texas in 1954 and back to Raton in 1955. I graduated from Raton High School in 1958. I married Wanda Price in 1960 and we raised two daughters, Penny and Terry.

I started my public service with the City of Raton Fire Department as a Fire Fighter in 1967. During my tenure with the fire Department, I served as Code Enforcement Officer for the City, doing Fire and Life Safety Code inspections and Zoning Code Enforcement. I was also a State Certified Uniform Building Code Inspector for the city. I retired from the City of Raton in 1989 as its Fire Chief. I was a charter member of the International Association of Fire Fighters, Local 2378 and served a term as its President. I was elected Raton City Commissioner in 2000 and served one four year term.

Upon my retirement in 1989 I took a Life Membership in the RPENM. I assisted RPENM in forming Chapter 18 in Raton and became a charter member of the chapter and served as First Vice President for six years. I was elected Chapter President and took that office in April 2005.

On May 6, 2005, I was appointed to the RPENM Board of Directors during the Annual Meeting in Deming, New Mexico.

Oliver Tapia

Oliver's Biography

I Served the City of Albuquerque and the Albuquerque Bernalillo County Water Utility Authority for a total of 26 years.

I worked within the Parks and Community Services Department, the Street Maintenance Department, the Refuse Department, and completed my career working for the Customer Services Department of the Water Authority.

I retired in 2013, and am enjoying spending more time with my family. I am currently serving on the Board of Directors for the Retired Public Employees of NM.

Susan Biernacki

Susan's Biography

Susan Biernacki is one of eight siblings and was born and raised in Albuquerque, NM. Susan graduated from Manzano High School, received a Bachelor’s Degree (with distinction) from the University of New Mexico (B.A. 1984) and her law degree from the University of New Mexico (J.D. 1987). Upon graduation, Susan clerked for the Chief Judge of the NM Court of Appeals and then began her career as an Assistant City Attorney with the City of Albuquerque in 1990. Susan spent 21 years working in the Legal Department as Issuer’s Counsel for the City. In her role as Issuer’s Counsel, Susan represented the Economic Development Office, Finance Department and Treasurer’s Office, and worked on all of the City’s financial (bond) transactions, and banking and investment related matters. Susan completed her career working in the Treasurer’s Office as the Deputy Treasurer.

Susan has been an active member of many volunteer boards. She served on the NM Public Employees Retirement Association (“PERA”) Board from 1994 through 2004 and again from 2007 until her retirement in December, 2013. During her tenure on the PERA Board, Susan served on various committees and chaired the Investments Committee for many years. Susan also has served on the Rio Grande Credit Union Supervisory Committee since April 2004 and currently chairs this Committee. In addition, Susan served many years on the Albuquerque Academy Parent Association board, including two years on their Executive Board. Susan has been a long standing member of RPENM and was recently appointed to its Board of Directors.

Susan and Robert have been married since 1983 and together they have two children: Katie, age 23, who is currently applying to medical school after having graduated from Duke University in 2013 and receiving a Master’s Degree in biomedical science in 2014; and Beau, age 19, who is a sophomore at the University of Texas at Austin. Baby Dino is a miniature poodle mix who joined our family in mid-2014 after being rescued from the shelter. In her retirement, Susan enjoys spending time skiing in Durango Colorado, travelling, scuba diving, photography, cooking, watching football and is an avid walker. Susan is a life- long Lobo fan but also enjoys cheering for the Duke Blue Devils and Texas Longhorns.

Daniel J. Mayfield

Daniel's Biography

Daniel J. Mayfield, CGFM, is a native New Mexican who has lived in Albuquerque and Santa Fe. Mayfield is a graduate of Albuquerque High School, received a BBA Degree from the University of New Mexico and an MBA Degree from New Mexico Highlands University. He is also a Certified Government Financial Manager (CGFM) and a US Air Force Veteran.

He retired from Bernalillo County in 2011 after serving for 22 years as Deputy County Manager for Finance (Chief Financial Officer). During his tenure with Bernalillo Mayfield was honored with many awards, including:

- New Mexico Distinguished Public Service Award;
- Association of Government Accountants Achievement Award;
- New Mexico Excellence in Budgeting Award (19 times);
- Government Finance Officers’ Association (GFOA) Excellence in Financial Reporting Award (12 times);
- GFOA Excellence in Budgeting Award (12 times);
- Nominated to UNM Anderson School of Management Hall of Fame

During his 40+ year financial management career, Mayfield has worked for many prominent New Mexico employers including:

- First Choice Healthcare – Director of Finance and Administration
- The BDM Corp. – Manager of Business Management Dept.
- AMREP Corp. – Assistant Director of Admin. Services
- New Mexico Retiree Health Care Authority Interim Executive Director
- Instructor in graduate and under graduate financial management programs at University of Phoenix and National College

In addition to his recent appointment to the RPENM Board he has been involved as a volunteer for many organizations including:

Frank Rendon

Frank Rendon has decades of experience In accounting and management. He served 25 years working for state and county governement. Frank is also a U.S Army Veteran, cited with several prestiges combat decorations. He brings to the table an abundance of experience, knowledge and skills that will be very helpful to the RPE Board.

Michael Hansen has decades of experience In all areas of aduting and fraud investigations. Michael served the State of New Mexico with over 25 years in some form of auditing and/or IT auditing. He brings to the table an abundance of experience, knowledge and skills that will be very helpful to the RPE Board.

Doug Crandall

Doug's Biography

Doug Crandall has been a member of RPENM since 1998 and has served as RPENM Executive Director, Board Member, and currently is appointed as RPENM’s representative to the New Mexico Retiree Health Care Authority Board of Directors. He is on the RHCA Executive Committee, serving as Secretary.

During his time on the PERA Board, Doug was elected three times as Board Chairman and also served four terms as Chairman of the Investment Committee.

Doug is recognized by his peers as an expert in the investment field. As Investment Committee Chair, he spearheaded significant changes to PERA's asset allocation strategy and manager selection. During Doug's ten years on the board, PERA's assets grew from less than $2 billion to more than $8 billion. He has been a frequent speaker at investment related seminars for pension trustees, and volunteers and as a PERA consultant for upcoming retirees.

Doug is formerly a Board Chair of the Rio Grande Credit Union, Board member of the Ronald McDonald House Charities of New Mexico and serves as an appointed member to the UNM Foundation Investment Committee. He is a former director of the New Mexico Municipal League and prior President of the New Mexico Supervisors and Professionals Association. Doug is a former three term President of HEAR Neighborhood Association in Albuquerque and is active in many local civic activities.

Doug is currently the principal and managing partner of DAC Enterprises, Inc. a Zoning and Land Use Consulting Firm.

Doug graduated from Manzano High School and the University of New Mexico in 1971. He is married to his first wife Ann, and is the proud father of son Mark (Gayl) and grand twins Kate and Joel.

Gerald's Biography

AAS-Business Administration; BS-Applied Management. U.S. Army Combat Medic. Retired from the Albuquerque Water Utility Department, serving as the Customer Services Director responsible for 62 employees and $5 million budget. PERA Board member 2010-2013. Served as PERA Chair leading solvency and sustainability plan throughout 2012.
